Abby Willroth of Willroth Consulting is a NAADAC- qualified Substance Abuse Professional (SAP) who evaluates employees who have violated a DOT drug and alcohol program regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare.
Who Is Qualified to Act As A SAP?
Furthermore, they need to successfully complete a DOT-endorsed training program comprising hours of instruction, plus professional development hours (e.g., continuing education units) every 3 years.

How Long Does the DOT Return-To-Duty (RTD) Process Take?
There is no set timeline for the DOT return-to-duty process. Every case is unique, and the duration depends entirely on the SAP's clinical recommendations and your individual progress in completing the required education and/or treatment.
Per DOT regulations, a SAP may not provide an estimated timeline for the RTD process before or during the initial evaluation. Any SAP who promises a specific timeframe or offers to get you back to work quickly is not following federal regulations.
What determines your progress is straightforward: your commitment to the SAP's recommendations. The SAP will maintain communication with your treatment or education provider to monitor your compliance. When you have successfully completed the requirements, you will be contacted to schedule your Follow-Up Evaluation. If compliance is not demonstrated, the Follow-Up Evaluation will not be scheduled.

What Is the Cost of SAP Services?
The fee for SAP services can vary depending on the individual SAP as well as the geographic region. To obtain specific information about a SAP's fees, we strongly encourage you to contact the SAP directly. In certain instances, your employer's Employee Assistance Program (EAP) may cover the costs associated with SAP services. Alternatively, you may be responsible for covering these expenses yourself, and it is recommended to consult your employer for further details.
Typically, health insurance policies do not include coverage for SAP assessments or subsequent appointments.
It is common for many SAPs to require full payment for their services in advance. If you are unable to provide payment during the initial office visit, a SAP may opt not to commence the evaluation. Additionally, some SAPs may accept payment via cashier's check, money order, or credit card.
The SAP process consists of four steps: Initial Evaluation, Treatment/Education recommendation, Follow-Up Evaluation, and the creation of a Follow-Up Testing Plan.
